Leading entitlements for this prominent public/private project, including team and schedule management. Expediting and achieving Shoreline Substantial Development/Master Use, Building, Street Use, Utility, and other permits within a short strict timeline. The Ocean Pavilion is closely tied to the City of Seattle's Waterfront Seattle Main Corridor project, so managing schedule, agreements and entitlements/design is essential between City departments, the Seattle Aquarium, and other stakeholders. Ongoing permit and project coordination continuing through construction.


Associated General Contractors
of Washington

Helping both property owner and tenant dealing with complex Shoreline code requirements on a uniquely grandfathered site. Achieving a Shoreline Conditional Use Permit within only 4 months, driven by tenant’s critical timeline and need to avoid potential irreversible hardship to her physical therapy practice. Our team continues to permit for Associated General Contractors of Washington, including numerous Tenant Improvements, Establishing Uses, etc.

Leading land use and construction permit process, strategy, and expediting on behalf of the City of Bothell for the development of their new City Hall & Civic Center, which consolidates departments previously spread across the city. Assisting development team to complete goals within targeted timelines. Acting as project representative to the public during outreach.

9th & Virginia Hotel

Fully vested project Master Use Permit to Early Design Guidance within short timeline. Leading permitting and assistance with task and timeline management. Managing SDCI Project Portal. Coordinating outreach with the public and Seattle Department of Neighborhoods. Strategic advisory on a unique project site, including residing next to a historical property. Project being developed by Douglas Howe, +40 years experience in Seattle, and McWhinney Real Estate Development.

Headquarters Expansion


Managing a complex project team. Enabling a unanimous City Council vote in favor of a direct surplus sale from SDOT to the client. Obtaining approvals with Seattle Parks for a one-of-a-kind Burke-Gilman Trail oriented project on Parks owned and privately owned land. Leading community group and neighborhood outreach, informing inclusion into design.

“in the Works” Award

Working for Vulcan Real Estate, Rachel Ben-Shmuel managed negotiations between Vulcan and Seattle Public Utilities to co-develop bio-swales along two blocks in South Lake Union. Four bio-filtration swales, cleansing one hundred eighty million gallons of storm water from 435 acres of Capitol Hill's streets and sidewalks, along Pontius and Yale Avenues North. Previously, storm water was piped untreated directly into Lake Union, carrying pollutants like motor oil, fertilizers, pesticides, grease, and more.
